Sure, I can come up with legitimate reasons. She's got contacts in the region, and/or speaks the language (not sure on that one, but this is Hollywood), and is definitely superior in combat to Tony and/or McGee, but the cons really strike me as pretty significant. If Jihadists are in the region and discover a Jew female who is ex-Mossad happens to be in the region ... yuck.
And I gotta say, Gibbs is being an idiot here. That kevlar helmet is worn for a reason.
